- Greg Costikyan and I get last choice of empires, because we revised the victory conditions.
- The Robert Sacks errata applies, except for the Tournament rules.
- Players can subsidize the defense of a neutral area with gold from their treasury, as if the neutral were an active player (see 9.36).
- Jim Dunnigan settles all rules disputes, except when he is or has been smoking a cigar.
